Tom Sullivan

Thomas (Tom) Sullivan is a widely respected global financial services leader with over 40 years of experience across both public and private sectors. He provides strategic counsel to regulators, governments, C‑suite executives, boards, and not‑for-profits on risks, trends, and opportunities within financial services and the broader macroeconomy. Known for his ability to connect macroprudential insights with practical, firm-level policy solutions, Tom has become a trusted advisor to decision-makers worldwide.
Early in 2023, Tom launched Sullivan Strategy and Advisory Services, LLC, a consultancy that draws on his extensive career to deliver pragmatic advice to regulators, policymakers, and market participants. His practice has quickly gained recognition for its ability to navigate the complex intersections of regulation, policy, and market dynamics.
From 2014 to 2023, Tom served in the Division of Supervision and Regulation at the Federal Reserve Board of Governors, most recently as a Senior Associate Director. In this leadership role, he shaped policies for banks, holding companies, and affiliates in areas including mergers & acquisitions, accounting policy, Bank Secrecy Act/anti‑money laundering, insurance policy, and operational resilience. He also directed talent management and communications, briefed the Chair and Governors, testified before Congress, and served as the Board’s leading spokesperson on insurance matters in media and industry forums.
Earlier at the Federal Reserve, Tom established and led the Insurance Supervision & Regulation section, creating the agency’s first regulatory framework for insurance firms designated as systemically important by the Financial Stability Oversight Council (FSOC), as well as insurance savings and loan holding companies. He represented the Federal Reserve on the Executive Committee of the International Association of Insurance Supervisors (IAIS) for nearly nine years, working closely with the NAIC, state commissioners, the Federal Insurance Office, and international counterparts.
From 2007 to 2011, Tom served as Connecticut’s 30th Insurance Commissioner, guiding the agency through the Global Financial Crisis. He was an active leader within the NAIC, serving on its Executive Committee, Government Relations Leadership Council, Life and Annuities Committee, Property & Casualty Committee, and Climate Change Task Force. His leadership helped shape post-crisis reforms that strengthened the U.S. insurance regulatory system.
Earlier in his career, Tom spent over two decades at The Hartford, rising to Senior Vice President. There, he built deep expertise in insurance operations and management, which provided the foundation for his later public service and regulatory leadership. Across every role, Tom has earned the trust of regulators, policymakers, and industry leaders. Today, through Sullivan Strategy and Advisory Services, LLC, he continues to advise clients navigating an increasingly complex financial landscape, helping them manage risks, seize opportunities, and achieve results.
