Mrs. Cindy Scotland, OBE

Chief Executive Officer, Cayman Islands Monetary Authority

Mrs. Cindy Scotland, OBE, was appointed Chief Executive Officer (CEO) of the Cayman Islands Monetary Authority (CIMA) on 1 November 2024, after more than two decades as its Managing Director. She has been with CIMA since its inception in 1997, first as Head of Currency Operations and later as General Manager. Before that, she spent six years with the Cayman Islands Currency Board.

Over her career, Mrs. Scotland has played a central role in advancing the Cayman Islandsʼ financial services sector, strengthening regulatory development, and enhancing the jurisdictionʼs global standing. As CEO, she oversees strategic policy, regulatory supervision, and currency operations, while maintaining close collaboration with government and international partners.

Internationally, she serves as Deputy Chair of the Group of International Financial Centre Supervisors and
previously completed two terms as Co-Chair of the Financial Stability Boardʼs Regional Consultative Group for the Americas (2019–2023). She also engages with the International Monetary Fund, the Caribbean Financial Action Task Force, and regulators in the UK, US, and EU.

Locally, she contributes through the Government Education Council and the Anti-Money Laundering Steering Group. She holds a BA in Economics from Macalester College and was awarded an OBE in 2024 for distinguished public service
