Mark Fowler

Comissioner of Insurance, State of Alabama

Mark Fowler, a Montgomery native, was appointed Commissioner of the Alabama Department of Insurance by Governor Kay Ivey effective January 16, 2023. Fowler previously served as Acting Commissioner since July of 2022. As Commissioner, he serves as chief administrator for the Department and leads it in fulfilling its mission to serve the people of Alabama by regulating the insurance industry, providing consumer protection, promoting market stability, and enforcing state fire safety standards and laws. In his role as Commissioner of Insurance, he also serves as a member of the Alabama Securities Commission and supervises the State Fire Marshal’s Office. Additionally, Fowler serves as co-chair of the Alabama Resilience Council and participates in a variety of committees, task forces, and working groups with the National Association of Insurance Commissioners.

Fowler joined the Insurance Department in 2013, previously serving as Deputy Commissioner/Chief of Staff. In that role, his responsibilities included serving as liaison to the Alabama Legislature and a point-of-contact with the Governor’s staff, other government agencies and outside entities such as industry associations and consumer organizations. He also managed the Department’s public outreach and media relations program, general administration of the Department, special assignments for the Commissioner and served as an administrative liaison between the Commissioner and each division of the Department. During his tenure as legislative liaison, the Department has been successful in enacting more than 40 bills.

Before joining the Insurance Department, Fowler established a 28-year career in government and public affairs as well as association management at both the state and federal levels.

He has served as a Board Member and Treasurer of Legacy, Partners in Environmental Education, and a Board Member of the Alabama Civil Justice Reform Committee.

Fowler also worked approximately five years in the Washington, DC, area, first as a legislative assistant to the late U.S. Senator Howell Heflin and then as a congressional liaison for Rockwell International, a major defense and aerospace company.

Fowler is an Auburn University graduate with a bachelor’s degree in broadcast communications and holds a Master of Political Science degree from Auburn University Montgomery. He is married to the former Robin Hackney of Montgomery. They have one son, John Alex Fowler.
