As a member of the Topsail Re Executive Team, Brian is involved in various aspects of the company’s operations and strategic initiatives, including the legal review and preparation of inwards and outwards reinsurance contracts and other agreements; advising and negotiating third-party capital structures; and overseeing legal, regulatory, claims, and compliance processes. Prior to joining Topsail Re, Brian held the position of General Counsel and Secretary, North America, at Ascot, where he played a pivotal role in establishing legal, regulatory, compliance, and claims departments for newly admitted and surplus lines businesses and for an MGU. His responsibilities included hiring teams, implementing multi-disciplinary controls, developing policy issuance processes, creating policy forms, establishing producer onboarding processes, and designing claims processes and policies. Additionally, Brian served as Vice President, Senior Global Reinsurance Counsel at AXIS; and General Counsel, Reinsurance North America, at Arch. These roles followed several years of  private practice, focusing on the (re)insurance sector.  Early in his career, Brian co-founded the U.S. Reinsurance Under 40s Group, was recognized as an Insurance and Reinsurance Rising Star by Reactions Magazine (in 2012 and 2014), and obtained his J.D. degree from the Boston University School of Law and his B.A. from the University of Pennsylvania.
